That is a bit like the political declaration (between EU and UK) that describes what they want to achieve and set out in an agreement. It is not legally binding, but as it says in your linked article:
The remark was a nod to Britain’s attempts to obtain similar access to the EU financial market from next January, which have made less progress, with Brussels on Tuesday calling London’s proposals “unacceptable”.
Dialogue with switzerland starts september 8. Probably david frost can handle this as well?
