Because the law applies equally to everyone including Arron Banks. We all have to provide reasonable account to the taxman of where our money comes from. They rarely ask but it is still an obligation under the law, Did you not know that?

Also, why do you think the law was does not apply to Arron Banks?

Yep, it took me some time to realise you have no really independent press, and as a consequence, no checks on your government. Explains a lot about what is being reported about your pm.
