Interesting, I get very few nuisance calls to my mobile I only give the number to very trusted people, if companies require it then I find someone else to do business with.

Slightly intrigued at how an app can block calls if the phone itself can't block calls. If the phone can block calls then the app is redundant. If the phone can't block calls then presumably the app just uses the phone's operating system to disable the phone ring for certain numbers.

If an app can do this, why wouldn't the phone manufacturer put the same facility in its OS?

For exactly the same reason that mobile phones don't have an accurate, meaningful battery level display.

The phone manufacturer's biggest market is the phone companies who offer their phones at a discount price to lock customers to their system. The phone companies have no interest in blocking any calls because that is their core business, phone manufacturers cater to this.
