What happens in the real world in such situations is that those who suck up rather than those who are good at their job are rewarded. (that applies in both the private and public sector). The main alternative in such a culture is to keep your head down and not be noticed. It's not the most productive environment in any sector.

All very true ..... I've worked in both private public (local government) and private (electronic and automotive) sectors AND been a Civil Servant (Department for Work and Pensions and Insolvency Service).

In Companies which do these annual reviews, the bosses are also reviewed, by annual surveys of their staff (and Customers) in exactly the same way.

To take your example, a Boss getting 5 or 6 low marks, in the annual Survey of his (say) 12 staff, would be denied a 1 rating (superb) and, probably, given a 4 rating (normal, but could improve), if given a 5 rating (rubbish) , the next year, and it's goodbye boss.

Thus, the Customers, and your staff, have a say in your pay grade!!!

You need to be getting 1, or, possibly, 2 ratings if you want to move up.

One thing that should never be allowed is the paradigm "We've always done it this way, why should we change?".

Answer on a postcard, from M&S, John Lewis, or Amazon!

How did I know that any response , from you, would suggest that all successful performers must be "Sucking Up" to the Management?

A less envious view might be that they are doing what the boss, and the business, needs, in order to thrive in the business which they are in.

'Once again, I bow to your superior self importance.

It can't be your fault, that others all prosper, it must be due to "sucking up".

annual basis through a questionaire !!

Any private company, following that concept, would find it very hard to compete, or even, survive.

Ken Clarke joins criticism of Boris Johnson's refusal to sack Priti Patel

Speaking on Times Radio on Saturday, ex-home secretary Clarke said he was troubled by the “awkward situation”.

“It was assumed before that if an investigation was taken this far and if anyone was found to have broken the ministerial code, I don’t think anyone would have doubted the minister, to use the old phrase, would have to consider his or her position,” he said.

Clarke said he was particularly worried by the resignation of Sir Alex Allan, the prime minister’s ethics adviser, whom he described as “quiet and reasonable”.

Former Home Office permanent secretary Sir David Normington also criticised Boris Johnson for backing Patel, condemning the decision as “completely unacceptable”.

Normington said it was “the first time as far as I can remember we have a prime minister that doesn’t seem willing to stand up for high standards in public life”.

He told BBC Radio 4 on Saturday: “There needs to be a recognition from her [Patel] and the prime minister that she was found to have bullied staff, possibly in three departments not just the Home Office, and that is completely unacceptable.

“The prime minister has simply put aside the findings of a report, and of the independent adviser, Sir Alex Allan, that she is a bully and you shouldn’t have bullies in government.

“We have to put ourselves in the position of the bullied. No one has spoken up for them, some of them are junior staff and who will be sitting there today thinking that their voice has not been heard and you cannot rely on the prime minister to stand up for them.”
