I don't think he has been employed as a civil servant for quite a few years now. He was hired as an independent advisor. So not "another civil servant"

As Independent Adviser on Ministers’ Interests he was indeed a civil servant.

First an understanding of what a civil servant is might help.

"Civil servants are those who are employed by 'the Crown'. "
"Civil servants are usually - but not always - in practice employed by 'Ministers of the Crown' - so most civil servants work in government departments and are therefore employed by Government Ministers." (*1)

" I should now resign from my position as the Prime Minister’s independent adviser on the Code." (*2)

That makes it pretty clear that he worked for the PM and so was indeed a civil servant.

I'm glad to hear it.

If she were to be sacked and presumably replaced by a weaker minister who would allow his/her civil servants to effectively run the show, we would have lost an element of democracy.

In a democracy, at least in theory, we the people run the country. Every five years we elect the politicians who we decide would be the best ones to run the country the way we want it to be run.

In a 'civil service-ocracy', however, we the people have absolutely no control of the way the country is run.

Every five years we elect the politicians we want, who have absolutely no power over the civil service. The civil service are then at liberty to run the country as it sees fit and no doubt to its own personal benefit.

Yes, an uncontrolled and unaccountable civil service would result in the loss of our democracy, such as it is.

We need more Priti Patels!

This report was published 2012:
The Prime Minister’s adviser on Ministers’ interests: independent or not?

"We also sought to consider the role of the Civil Service in helping to prevent breaches of the Ministerial Code" (Page 3)

Sir Philip himself said:
“the important thing is to try and prevent problems arising in the first place, rather than investigating them after they have surfaced” (Page 7)

If the allegations are to be believed then Rutnam obviously failed in his duties.
