WRONG ! A president can issue an executive order, however it is ALWAYS subject to what the courts say, particularly the U.S. Supreme Court. History is rife with cases of a presidential executive order that has been shut down in the Supreme Court.
A president can lead and sometimes shape public opinion BUT when he tries to go against the Bill of Rights, he is treading on thin ice. The U.S. Congress and the opposing political party watches every thing a president does. This is one of the great strengths of the American democracy.

Gabriel Sterling, an official with the Georgia secretary of state's election team, revealed that of the newly discovered, uncounted votes, 1,643 were for Mr Trump, 865 for Mr Biden and 16 for Libertarian candidate Jo Jorgensen, according to the Associated Press, which is yet to declare a winner in the state. About 5,000,000 votes were cast in total in the state.

Technically:
A recount, by contrast, would be conducted using the same scanners that tallied the results already released. This would only be done once all election results are certified by a state, which hasn't happened yet.
After the audit, the losing party could request a recount which would be done by machine.

When a president attempts to silence social media, he is in direct violation of The Bill of Rights. (freedom of speech)
