On the whole, people tend to learn things more easily if they see them of interest and value. My guess is that the point that the research is (clumsily) trying to make is that maths is seen as irrelevant to certain groups/cultures/ethnic backgrounds and hence members of those groups are less likely to succeed.
Has a degree of truth of it. After all, it seem fair to say that UK kids are notoriously bad at learning languages because they saw and see no real need for it, since it appears that enough of the rest of the world is happy to learn English.
