The European Convention on Human Rights is enforced by the European Court of Human Rights which in turn is a supranational or international court of the Council of Europe - which comprises the Foreign Affairs Ministers of all the member states, or their permanent diplomatic representatives in Strasbourg.

The flag is confusing, admittedly.
But here is what gov.uk says:

The council of Europe is nothing to do with the EU either.

There are also 47 signatories to the EHCR. Considerably more than the EU member states - because its nothing to do with the EU either.

There is a lot of guff about this from the remain media, joining the dots to try and make something out of nothing.

Even the EU hasn't signed up to the EHCR.
