I wouldn't want flashing lights either.
I've seen loads right outside people's windows but that would drive me nuts. I don't think its fair on neighbours close by, either.

You can tell around here where I live, who take the time to put their lights up, and the ones who look as if they have just thrown them up.😅

We have some. A decoration (not flashing) on the front of the house and a projector that projects a 3-coloured moving pattern on the garage door.

The lights are LED. They total 5.2 watts. Being common by having lights need not cost a lot.

I love the projector ones,mart,we have snowflake ones around here, they look so pretty.
