That has not yet been established. In any case there is no individual owner in the case of a PLC. The root cause was not the material, IMO was a broken process by the prime contracting company or the quality procedure with the council.
Anyway, as they were the ones calling the shots !!
Therefore were liable !!
The only time the captain of a ship is not liable for the safety of
the ship is if there is a mutiny !!
