nb: this has got to be the best of british common sense - 'a public health act gives local authorities the power to provide public toilet - it imposes no duty to do so ??
this is akin to saying to the armed forces of UK - " we give you the authority to provide weapons BUT do not impose you to implement them - shoot if ya want but don't blame us!!
