He was going to the Sudanese Embassy indeed !
To get a visa to go home ?
Isn't he supposed to be a refuge ?
So because he was too early he thought he would drive around and take in the sights and a few cyclists as well?

I have to say that I feel the same Muddy. Eye witnesses said he deliberately drove at the people, so it doesn't sound like an accident to me!
