I think mine was Befunky, it used to be free to cut out stuff and put on a background and other stuff but I see they've started charging now for all but the very basic editing.

I use Paint.Net, a prog you download and it's free!

copy&paste Tess's lion onto a layer

google image search goofy teeth

copy&paste a pic onto another layer over the first

resize/position/erase all but the teeth.

merge the two layers.
