We never had a true democracy and I would argue that we still haven't. Until 1918, the right to vote didn't apply to all, only men above a certain level of income. All the rest were deemed to be the property of the crown and therefore could be used as cannon fodder in WW1 and were conscripted quite legally. Those with a reasonable income or property owners could choose to volunteer or not. Only in 1918 were all men over the age of 21 given the right to vote, in contrast to women who had to be over the age of thirty with some property.
