Yes, that's money misspent by public institutions such as the UK government (approx. 80% of the annual budget is spent under responsibility of member states)

Assuming in the UK the average of received funds from the EU is misspent that would be 2.6%.
In 2018 the UK received £ 4.3 bn from the EU. https://researchbriefings.parliament...mmary/CBP-7886 That would mean 2.6% of £ 4.3 bn = £ 111.800.000 of money reveived from the EU were misspent by the UK.

Are the UK going to pay that money back?

A lot of people get paid with public funds - the NHS, Police, Fire Brigade, Army, Navy, Civil Service, MI5 etc etc.
