A man who arrived at Sydney's Central Station on an XPT train from Melbourne this morning came from a coronavirus hotspot, and was intercepted by authorities.

NSW Health Minister Brad Hazzard said the man's accommodation provider worked out from his ID that he probably was coming from a hotspot.

Earlier this week, new public health orders came into effect banning anyone from a Victorian hotspot from entering NSW.

"He [the man] indicated that he hadn't been living at the hotspot for a little while, but then in further discussions he indicated that he'd been to a storage area for his furniture or so on, I gather in the hotspot area," Mr Hazzard said.

The man has been taken to a quarantine hotel in Sydney, and it is unclear if he will be forced to leave NSW.

NSW Police are investigating the matter, and the man could face an $11,000 fine or up to six months in prison if he is charged.

Good to see our border people are working well to spot any VICS sneaking into our state. I am now hearing that the infection rate has exceeded the current 10 Melbourne post (zip) codes. So more to face quarantine.

Some 3,000 of Melbourne's "most vulnerable" residents will be locked in nine public housing estates for at least five days due to a coronavirus outbreak.

Premier Daniel Andrews said that in recent days, at least 23 cases had been identified in more than 12 households in the Flemington and North Melbourne public housing estates in inner Melbourne.

Mr Andrews said the nine towers included 1,345 units of housing and were home to about 3,000 residents.

It comes as Victoria recorded its second-highest ever daily increase in coronavirus cases, with 108 people diagnosed with the virus overnight.

Four high-rise buildings in Flemington will be subject to the lockdown: 12 Holland Court, 120 Racecourse Road, 126 Racecourse Road and 130 Racecourse Road.

The five estates in North Melbourne are on 12 Sutton Street, 33 Alfred Street, 76 Canning Street, 159 Melrose Street and 9 Pampas Street, a combination of mid-rise and high-rise buildings.

The estates will be fully locked down for at least five days to test everyone and get results back, but the Premier said it could extend for up to 14 days.

Victoria Police will oversee the towers, with at least 500 officers per shift on the job and police stationed on every floor.

Changes to flights bringing in returning residents. More than 32,000 people have entered hotel quarantine on arriving in Sydney

The Department of Foreign Affairs and Trade has warned that international flights to Sydney over the coming weeks will be subject to a cap on arrivals and flights could be cancelled.

It follows a ban announced earlier this week on international flights coming into Melbourne to ease hotel quarantine demands in Victoria.

Now at the request of the NSW Government, new Federal Government limits will be introduced from midnight tonight.

NSW Health said overseas arrivals will be capped at 450 passengers a day, with a maximum of 50 passengers allowed per incoming flight.

DFAT's Smartraveller guidance has warned of "pressure" on Sydney's quarantine facilities.

"If you're scheduled to fly into Sydney in the coming days and weeks, confirm your itinerary and onward travel plans with your airline," it said.

In a statement, NSW Health said it was critical that hotel quarantining was "not stretched to breaking point".

Police and Emergency Services Minister David Elliott said: "The Commonwealth Government has heard the NSW message that we need to ensure the system is sustainable".

NSW Health said that now the Victorian and Queensland governments have begun charging for hotel quarantine, some travellers were choosing to head to NSW instead for their quarantine.

Mr Andrews also announced a range of financial support for all tenants in the nine buildings, which were placed under immediate lockdown on Saturday afternoon.

"Those who are employed and because of the hard lockdown cannot go to work, they will receive a $1,500 hardship payment," Mr Andrews said.

"For those households where there is no-one in employment, they will receive a $750 hardship payment."

The Chief Health Officer says in the setting of a densely populated high-rise tower, COVID-19 has "genuinely explosive potential".

Foxy. Take note mate. Scientists are now saying this virus is airborne. WHO is lax in not acknowledging their theory. So the current masks are useless if this is fact. I intend wearing a thick woolen scarf if I have to leave my house as the VICS have created a second spike and it may have been transmitted already into my state.
