In the 1st instance I would suggest the Council. They should then charge the repair costs back to the contractor.

The council. Your relationship is with the council. How the council will recoup any losses will be dependant on the contractor who did the work.

Funny thing about insurance. You pay to have it. Then if you make a claim - your premiums rocket............and THAT is how they finance insurance claims - from the insurer. That's you and me!

So in this case, Tedc is right! They may pay the sick person who makes a false claim................then the tax payers pay that by increased rates!
