The Council insisted that the Guidelines should be the sole basis of negotiation with uses. It is this monstrosity which would engage the immediate attention of a court and receive its forthright condemnation.

All they're bothered about is selling newspapers and TV reports.
If they didn't keep publicising these two incompetents, they'd just fade away and we could all stop being sick and forget about them.
