Perhaps a preferable option would be for a receptionist to issue a free-parking token to bona fide patients and visitors.

Re: Parking

My husband had a hospital appointment at 9.15am today. We left at 8.20am as we knew the roads would be busy at that time of day, and parking can be very difficult even though the hospital carpark is very large, but we managed to park with no difficulty. When we got to the outpatients reception desk we were told they had phoned to tell us the appointment had been cancelled, just after we left home, as the person he should have seen was off sick. Anyway they didn't wish to let my husband down, as he had turned up, so he saw someone else instead who was very pleasant.

That does happen at my local hospital but for outpatients only and as basser says, you have to get there early too.
