It is not a memorial, but built for a practical purpose. It is no longer used for the original purpose, but could be used again for something similar if required.

It's a grade 2 listed building, so I don't think it would be allowed. As far as I know, it is solid with no internal access.

I think the slot had a use rather than being decorative.

I have just discovered this thread and have been looking forward to the renewal of this sort of challenge which I used to enjoy when it was done before.

Could this tower have been used to suspend a cable of some sort, perhaps with others in a line along the landscape?

It is not correct, but you are warmer than OGF's idea. Whilst it is a stand alone structure, you are close with the last part of your guess.

Here is another one in a different part of the country. The thing that looks like a stripe up the middle is actually a slot, which I believe was a very significant component of the structure.
