Why is the UK government declining to comment? It would seem that this could be played out as a UK victory? Are the brits peacefully asleep?

Strange, isn't it? It's such a positive message from boris' government. Over the 46 years of EU membership, and agri-subsidies, british farmers got used to getting free money. On brexit boris promised the loss of these EUsubsidies would be matched by his government.
Now the EU is saying we don't want this matching to go on after boris exits the government. I really don't see why the british government couldn't go on paying to their farmers a large part (3,4 of the 11 bn) of the money formerly paid into the coffers of the EU. Of course, this practice reduces the profit of brexit, but who cares?

Not after the transition period, and that's the period of time this discussion is about. Boris' government paying is no problem for the EU, it being continued after boris is gone, that's where they draw the line.
