No conspiracy theory needed. Unfortunately Governments and it's Ministers lie, even British ones. Remember all those weapons of mass destruction? Then there was, "The day after we vote to leave we will hold all the cards and we can choose the path we want." How's Brexit going so far?

He was born in the US Annie and his full name is Alexander Boris de Pfeffel Johnson and he has dual British/USA nationality. He prefers his second name Boris and Pfeffel is Germanic in origin. His parents are British and he was born in the USA. They returned to England when Boris was a young child. Amongst other things, his father was MP for Henley, Boris was also MP for Henley.
Therefore, IMO he is as British as anyone is. Can you please explain your comment about him taking Donald's recent advice himself?
