He was an asylum seeker and became angry because nobody was listening to him.I suspect that means he arrived on one of the boats full of illegal immigrants.
He probably wasn't mentally ill, just angry because he couldn't get all his own way! Perhaps legal entry was the right way to immigrate & could have saved him being shot!
