Yes and no.

Yes, it's free (at least using Amazon Fire Stick).

No, you can't skip the ads. That's one minor drawback of using 'catch-up'. When I used to have live TV, I'd put things on to record, then watch them and skip past the ads.

Yes, anything via the Internet, as long as it isn't being shown live. Of course, even catch-up shows on BBC iPlayer may not be watched unless you have a TV licence.
