No! He didnt lose it gambling, he lost it because he chose to put
onto a cargo boats deck for transport from Antigua to ltaly instead
of using it for the purpose it was designed to perform, and sailing
it to ltaly??
Bet he is sorry now??

While no small feat, if someone fished it out before the salvagers, isn't it legal to make a claim on it?

That would depend on a number of factors. Like so many things where international maritime law is concerned virtually nothing is ever straightforward. (According to our next door neighbour -- not the farmer chap!)

Check out "Lloyd's Open Form", used to be "Lloyd's Standard Form of Salvage Agreement".
