Your link is incomplete which is why it cannot be opened, hence the … at the end. My browser settings allow for just a short URL to be displayed, maybe your's is set to that where it should be set to display the complete URL. It might also be that you haven't highlighted the shortened URL which on my browser (Safari) shows the complete URL which can then be copied and then pasted into the OFF window.

Can you not go into 'History' and find the original website you obtained that link from, then copy the URL correctly in full?
