OG, If my phone showed missed calls or voice messages, from a man I liked, I would certainly make sure I gave priority to getting back to him.... no matter how busy I was!
Where people don't respond to friends trying to contact them, I would put it down to bad manners, or believe the friend didn't really care about me.
Only you can decide which reason it is, but either way, I would make sure I was not always available when that friend wanted me, or you get taken for granted.... and you are too nice for that.
