Wow! I hadn't expected you to not understand such a basic principle. Regulations are based on or contained in bills for parliament to decide on. https://www.parliament.uk/about/how/...y-legislation/

Like elton said, it is the hardest word. You must see what you state here as independent of your character. You will find that helps. As a professional I advise it for you.

I did say the fisheries should work within enviromental regulations
Solly, that means sustainability, and why not greenpeace??
there are rules concerning this allready in existence so just follow
those for now and develop them further as needs be! But politicians
should never be allowed to controll our fisheries again, ever!
As Bread says they can promulgate laws and pass them into law
but the fishermans organisations direct them what to pass etc?
I am sure the fishermen will follow scientific guidelines in this?

Bin the quota system.

It's tragic and it doesn't work.

The quota system is based on scientific guidelines. However, iit is a compromise between scientific guidelines to help fish repopulate the seas (= no fishing) and the need of fishermen to make money(= no limits or quota).
If you let fishermen decide on guidelines, the seas will soon be empty.
