I think they are talking about the magnetic poles - I could be wrong but the information they provide fits with the movements more recently of the magnetic poles. Poorly written article because it is not clear.

The magnetic poles switched about 780,000 years ago , which is way past the average period of about 200,000 years so we are overdue for a switch.

Today, the Earth's axis is tilted 23.5° from the plane of its orbit around the sun. But this tilt changes. During a cycle that averages about 40,000 years, the tilt of the axis varies between 22.1 and 24.5°. Because this tilt changes, the seasons as we know them can become exaggerated.
