Initial plans to try and boost EU defence spending, and save money by pooling resources, include exempting defence equipment manufacturers from paying VAT, and applying EU research grants to the sector.

Anything else?
Pesco has the backing of Nato. However, France and Germany currently disagree on the project’s ultimate goal. France would like a tightly-integrated military force, ready to rapidly intervene in global trouble spots. Germany wants a broad coalition across all EU member states, building defensive unity against potential attack."
Presumably with none of their army / soldiers involved?.......

No idea. Over here irish beef is preferred for it's quality. And no tariffs.

Theres no tarrifs on the american beef quotas either.

Thinking about it, we should charge for Irish lorries to use our roads going over to holland with their beef.

Are the Germans able to provide a viable attacking military force?

The Luftwaffe is understood to have only four combat-ready Eurofighter Typhoon fighter jets out of a fleet of 128, the latest in a long list of equipment failings in the German armed forces...​

...It also followed recent reports that none of the German navy’s six submarines was combat-ready; only nine out of 15 supposedly active frigates were in full service; and only 95 out of 244 German tanks were operational. In February a leaked report on equipment shortages revealed that a tank unit had to use a painted broomstick to simulate a gun barrel on a Nato exercise.​
Only about ten of Germany’s Eurofighters are able to take part in operations because of a problem with coolant leaking from the warning system that alerts pilots to potential attack, Spiegel reported. This is in stark contrast to the 82 jets that Germany told Nato were operational, in line with its obligations to the alliance. ​
