The hospital is prefabricated and they have the resources to build, equip and staff it in that time.
We here in the UK could not do such a thing.
They are also building a second such hospital.
China, along with many other countries has a large and very effective civil defence and emergency system.
We have dismantled ours.
I don't know how up to date this is but it was uploaded about 10 minutes ago.

Residents of remote Christmas Island, 1,650 kilometres off the north-west coast of Western Australia, have reacted with surprise their home will soon become "quarantine island".
News that Australians caught up in the outbreak of the deadly coronavirus in China will spend two weeks in quarantine on Christmas Island caught many in the 1,400-strong community off guard.
Christmas Island Shire President Gordon Thomson has previously been critical of the Federal Government's decisions regarding the island.
In a text to the ABC, he indicated local authorities again had not been consulted over the move.
"Saw PM's announcement via SBS. Regressive colonial era ideas since 2001. Create convict settlement for innocent people, now we'll be a leper colony," the text said.

The UK will be the first to be hit, not the USA, they have to destroy the USA Bases here.
You are mistaken.
Missiles are not a threat at all to the USA. Their various defence mechanisms can fry the electronics of any missile before it gets anywhere near them.

It said on the radio today, about putting them in an Army barracks somewhere for 2 weeks. I've forgotten which barracks though.
