If enough people chose to go in relationships that render no offspring, that may help.

HIV has been found in samples nearly 100 years old, well before science had the capability to manufacture or alter viruses.
It is therefore not man made.
Ebola is much newer, so it is possible that it could have been man made.
The Soviet Union weaponised it in the mid 1980s.
There is no proof that ebola was man made however.
There have been a number of far more effective biological produced than either AIDS/HIV or Ebola.

I also spent months in South Africa. Deluges were fairly common.
One of the issues with sub Saharan Africa is the birth rate. Niger, for example, 7.1 births per woman. Others are not far behind. More than they can feed.

in adults is high also! But l agree with you in general!
Central Africa has very high rainfall so water is not really
an issue there! Only clean water is a problem!

I am sure that the high birthrate in undeveloped countries is not the result of an intentional child manufacturing, therefore provide free and easy access to contraceptives. When life is hell, sex is a brief escape.Also google "Rat Utopia".
