What speed you get depends on how far from the telephone exchange you are. When fibre optic cable replaces the old wire cables they only do it to the nearest Cabinet (green box) in the road. Some places they do cable to the residence but this is usually on new builds but not always.So even with fibre optics the last section tho the home is still the old wire type cable.
This is why they quote an "up to "speed and not necessarily what you will get
Anther influence on the speed you get is dependent on how many in the area are using broadband, this can make a significant difference

down=14.82mbps
up= 0.92mbps
