The president said he was recommending a key federal agency "do what needs to be done", even as he vowed to continue contesting the result.
The General Services Administration (GSA) said it was acknowledging Mr Biden as the "apparent winner".
Administrator Emily Murphy said she was making $6.3m (£4.7m) in funds available to the president-elect.
The Biden team welcomed the start of the transition process.
"Today's decision is a needed step to begin tackling the challenges facing our nation, including getting the pandemic under control and our economy back on track," said its statement.
"This final decision is a definitive administrative action to formally begin the transition process with federal agencies."

Today Michigan has formally certified Joe Biden as the winner.Pennsylvania is expected to do so later this evening.
This puts the final nails in Trumps coffin.
Never in U.S. history have so many states minutely examined every ballot. Now, only the lunatic fringe will deny the legality of the recent election.
As Omah has shown above, the GSA has formally accepted Joe Biden as president elect and has released federal funds to Biden's transition team.

I hope he concedes while he can retain some vestige of dignity but I don't hold out hopes for that happening.

Instead, because of all the death threats against White House staff (and their children) from the left wing mob he has granted the funds to be released for the transition and for the transition to begin.This doesn't mean that Biden has been accepted as President Elect at all, it just means that he will be shown where everything is, who is who etc while the court cases gather pace. If the end of the court cases prove Biden is the President and the election was not fraudulent then he will transition smoothly to President, if fraud is discovered and Trump remains President then at least the staff (and their children and their pets) have been spared the nastiness and violence aimed towards them by the mob and cost the USA tax payer only 5 million in wasted money.
In the meantime, the President of the USA is till Donald Trump, despite what the left wing mob pretend it is.
