There is no penalty for not reaching the 2% goal; it’s simply a guideline, and most member states have increased defense spending even if they haven’t reached that goal quite yet. NATO members increased defense spending for the fifth year in a row in 2019.

The 2% is a target and a commitment by the NATO countries from 2014 ... your not paying anywhere near it and neither is germany.
You said if the uk didn't pay its 39 billion to the EU then it could never be trusted as it goes back on its word.
