Absolutely agree with that - it can work and is a far better option to try....
Being friendly, even funny, can get them on side ....

Kid's can respond positively if they are spoken to kindly and he/she can be seen as a sensible "hero". It may not work of course but surely this is better than confrontation from the beginning. If it doesn't work then maybe you know lads/lasses older than those being a nuisance to have a quiet word with them on your behalf. Just a thought.
My teenaged daughter offered to sort them out, knowing her not a good idea.
We had a lot of harassment once when my oldest daughter told a 9 yr old off for riding her bike into my 3 yr old grandson so we don't talk to other peoples kids anymore.
