Official records show that document-shredding company Topwood Ltd of Wrexham, was awarded a three-year £150,000 contract from NHS Wales for confidential waste destruction last month.

The award came just days after Mr Hancock took on a 20 per cent share in the company, which is part-owned by his sister, horse trainer Emily Gilruth.

It is understood that the health secretary has no direct involvement in running the company, but neither Topwood nor the Department of Health and Social Care were immediately able to provide an explanation of why he was “gifted” the shares.
As health is devolved to the Welsh government, neither Mr Hancock nor the DHSC has any decision-making role in NHS Wales tenders, and there is no suggestion that he influenced the award of the contract.

The health secretary declared ownership of the shares in the House of Commons register of members’ interests on 19 March. He said that he had received “more than 15 per cent” of the company’s issued share capital on 2 March under a “delegated management arrangement”.

Official documents show that Topwood was selected on 8 March from five bidders in a competitive tendering process to provide an onsite confidential waste destruction service for Betsi Cadwaladr Health Board, covering north Wales. The company was awarded the three-year contract, ending in 2024.

A “confirmation statement” lodged at Companies House on 19 March showed that Ms Gilruth and Topwood’s managing director Thomas Gilruth each held 40 per cent of the company’s ordinary shares, while the remaining 20 per cent were held by Mr Hancock.
Previous shareholders Bob and Shirley Carter were recorded as each giving up 10 per cent stakes earlier in the year.
The whole "arrangement" just doesn't pass the "sniff test" .....

Then, IMHO, there is something wrong with your olfactory system. It says plainly that the Welsh NHS is DEVOLVED and not under Hancock's control. Nor has it been said that the contract awarded to this company is the most expensive. How many quotes were asked for? How many of the responses were more expensive/lower cost? Once we know the full story, then we'll know whether or not it passes the "sniff test".

Once again you are pronouncing guilty before any charges are even laid.

Matt Hancock broke ministerial code over stake in firm

Lord Geidt - the PM's adviser on ministerial interests - was investigating Mr Hancock's shares in Topwood Ltd.

His report looked at whether the health secretary should have declared an interest when the company was put on the NHS procurement framework - know as NHS Shared Business Services Ltd - two years ago.

Lord Geidt concluded that Mr Hancock's "earlier failure to declare the interest was as a result of his lack of knowledge and in no way deliberate, and therefore, in technical terms, a minor breach of the Ministerial Code".

Lord Geidt had made it clear that the health secretary had "acted properly and honestly".

He said he agreed that the incident should in no way "impugn" Mr Hancock's good character and he would not be taking "any further action".
"Hancock's good character" ..... acting unlawfully, lying, consorting with "fast lane" suppliers and now breaking the ministerial code .....

Geidt must be a thwarted painter and decorator - his application of whitewash is prolific .....

Wasn't this country's politics corrupt in Qu Victorias day? I do feel sorry for the Royal family who have to stand by and watch all this chaos and mayhem whist they being royal to all that is good for the country?
