I would suggest that it is not a person that is talking to you.
It a a recording.
The spammers set these calls up to ring hundreds, maybe millions, automatically.
All they need is an answer, and then they know that you're active.
If you make the response which they request that response can be coded to do nasty things and they might try all sorts of things after that.
Best bet, I suggest, is a call blocker.
Letting the call go to your answering machine (if you have one) can still be a problem as the answering machine "answers" the call.
