If they retire abroad they have paid in all their life to the NHS .
People who cost the NHS are expectant mothers form Nigeria people who come from Africa with aids or some expensive condition or people from third world countries who visit their relatives/friends in order to get free medical treatment .
I don't blame them it's our system that is at fault

It isn't racist if it applies to all people from all countries.Couldn't it be solved by refusing entry to anyone without medical insurance?
I have never used a EHIC card but always take annual travel insurance which covers medical expenses for at least 1million.

Some of the posts on here seem to be assuming that the doctors are being expected to check Overseas visitors documents and assess whether patients are chargeable for medical treatment or not.That is not their role and they are not expected to do that - that is an admin function within the hospital.
There is already an operational framework for this, as detailed here:

Note Chapter 6, which details the doctor’s role.
“It is the clinician’s role to provide appropriate healthcare for patients and make decisions on their treatment based on their clinical needs. The charging regulations do not change that.
The charging regulations do mean that clinicians are required to decide, for patients who have been identified as chargeable, whether treatment is immediately necessary, urgent or non-urgent.
Immediately necessary treatment is that which a patient needs promptly to:
save their life
prevent a condition from becoming immediately life-threatening
prevent permanent serious damage from occurring”
The doctors/clinicians would be doing a patient assessment anyway, to decide what treatment is necessary and how urgent it is - admin staff couldn’t possibly make those decisions, so all the doctors have to do is advise the OVM team what treatment is urgent and necessary, and the OVM staff deal with the rest.

This whole problem can be solved very easily if in GB you had one number from birth to deathSo when immigrants come if they don't register as resident they do not get a number no number no nothing health or otherwise
This goes for passports why every time your passport runs out do you get another number
As I have said before you could have had the same system we have in Spain for the NHS you get your card for life but if you are not a tax payer or resident then no card you pay very easy
The problem is of course you have to tell the authorities who you are and this is the stumbling block as your nice Mrs Shami Chakrabarti thinks this is agains human rights

In my days the full hippocratic oath was in use. Even though it's adapted at modern times, the first sentence of it is "make the care of your patient your first concern". A doctor has sworn to treat anyone who is in need of medical care. Even in this modern day there is no reference whatsoever to check the patient's bank account.
A doctor is contracted to give medical care. The bane of medical deparments nowadays is that they are more and more managed by people with an MBa instead of an MD.

Immigrants applying for refugee status have to give a name. They are issued with a number and get a health insurance card. The insurance fee is paid by the government (just like for prisoners in jail). So if an immigrant needs medical care, it is not the hospital that pays for it.
