No healthy person would act like this, even when angry. It's too over the top. A healthy, but overly emotional person knows when to put on the brakes - threats of opening doors, hijacking? There's more going on here:
1. Drug and alcohol screenings. Positive? She pays the fines/costs.
2. Not drugs and alcohol? There are signs here that there is something neurological going on. Get her an exam and interview the family. Not neurological? She pays the fines/costs.
3. Neurologically ill with a history with refusal of diagnosis or treatment? She pays the fines/costs - but you can bet that she doesn't have the money.
4. Neurologically ill but getting treatment? She pays no fines/costs. If for whatever reasons that health information is not disclosed to the airlines (rights of privacy laws, or no attempt by the government or airlines to obtain a disclosure ahead of time), that is the cost of a free society - unless the society decides to tighten up the laws in dangerous environment like commercial airplanes.
1-4. She goes on a no-fly blacklist.
