Was it in fact the police or, perhaps, the Criminals' Protection Service? The CPS are renowned for deciding not to prosecute, which is how they got their epithet.

As far as I'm aware it didn't get as far as the CPS. I'm pretty sure the courses are just in the gift of the Police.

I'm wondering what happened on the insurance side ..... were both parties insured?Obviously, the horses and riders were injured but the vehicle must have been damaged, too. The video evidence cannot be denied so the riders had a damning insurance case against the vehicle driver.

That video was horrendous it was a wonder no one was killed !
