All joking aside and I don't want to be an alarmist but it seems obvious to me that they are starting the groundwork for a new Trump Tower.

This is a reasonably slow time of year for Coast Guard activities.

A patrol was one of my earlier hypotheses, but then it occurred to me that that was an awfully big ship just to be cruising this estuary and river.

Looks more like a Bayou from here.
