True.
Time was when we had people called sound engineers. Their job was to maintain standard levels of sound in all programmes. I assume they don't exist now.
I remember going on a tour of the BBC in Salford. The lady who showed us round mentioned exactly that sort of thing. She assured us that the BBC are proud of their professional ability to monitor and correct sound levels, "unlike some other broadcasters"!
This is true, and most evident on channels like ITV. One of the few ITV programmes we watch is Coronation Street. I always remember to turn down the volume a few notches when the announcer, "the Shouty Man", introduces the programme!
Some may also have noticed how adverts are always broadcast at a louder volume than the programmes!
