It's not new. I remember meeting a couple from Birmingham back in the eighties while on holiday. They said that in the suburban area where they lived, would be attacked by big gangs of youths every now and then. They would throw bottles, break down fences and gates, and defecate in their gardens. They said it was best not to confront them, it just made matters worse. The best thing to do was to lock yourself in the house and wait for them to move on. The police would do nothing.They were trying to move out of the area, but the price of their house had dropped considerably and nobody wanted to live there.

Nope.
We had our own at the same time as the Last Riots
It was 2011.

I have never been Police, but was on Joint Working at the time.
The riots locally lasted less than two hours, no messing about.
We were then sent to Birmingham, a very different Scenario.
