Why, in the grand scheme of things, would one think oneself to be so important as to protect one's health at the expense of others and then discard a mask or hand wipe for other lesser humans to clean up?That must be some mighty DNA worth protecting

Personally I believe more needs to be done to catch those who do this. Higher fines for those caught should be imposed with a system set up for those whose land is dumped on to make a claim for the cost of clearing their fly-tipped rubbish. This might go somewhere to getting this stopped but also local councils need to do more to enable disposal of unwanted items to be easier.
Of course the easiest way would be for people to take more pride in their environment. That though reminds me of an old saying at a company where I worked – "Impossibilities can be done at once, miracles do take a little longer!"

Government Instructions, part of stay at home.
Recycling open here and no appointment necessary.
