I think what a lot of people are overlooking is that a business can be bought with the equivalent of a "cash plus shares" deal. Or occasionally just a share only deal from the purchaser.

It would allow the government of the day to pass a bill to nationalise (say) EDF UK operation and pay for it with shares in the nationalised operation that could not be sold for a period of time, or a government special bond that could not be cashed for a period of time. Sorta fixed term bonds.

Say twenty five years.

So the government of the day wouldn't need to actually borrow any money in order to buy the operation.

That would be down to the next incoming Conservative government that would be faced with that, and many more, problems.
