Emergency vehicle sirens

We used to have the French style MEE-MAWS, but now they've all got the American style whailers, . . the old mee-maws you could hear for miles but the new ones don't seem as loud.

A fire tender was behind me yesterday so I pulled over but the car in front did'nt hear the siren even when the tender was almost upon her.

Maybe the radio was too loud in the car
I think there is some science behind the change nero - do I remember that the new style is supposed to be easier to locate? You are supposed to be able to tell if the vehicle is approaching you from front or back?

On a related subject - why don't they just tweak the law to say that everyone MUST pull over/in till the emergency vehicle has passed?

One or two of the fire engines have reverted back to the old mee-maws, a better type than the whailers IMO.
