It says so to the whole world in great big letters.
We can all read the article and that will be why nobody however said that it was a done deal.
Parliament can want what it likes but it doesn't mean it's going to get it.

If there is no trade deal EU and UK will go trading on wto terms. Northern Ireland will remain aligned to a limited set of rules related to the EU's Single Market in order to avoid a hard border: legislation on goods, sanitary rules for veterinary controls (“SPS rules”), rules on agricultural production/marketing, VAT and excise in respect of goods, and state aid rules.
