I believe this comes under the phenomena known as Unintended Consequences..

A local council in the north was having trouble with colourful language on its site and put into their computer filters a block on unwanted texts.
If I identified the organisation in question as S****HORPE, I guess you can understand why the towns civic admin came to a halt as every piece of paper was deleted
