It's a Red Kite & they don't like being on the ground, could be something wrong with it.

Meg is right.
There are loads of Kites around here and they are huge birds with a wingspan of about 6 ft. They also have a sort ov 'V' in the end of their tail, but you'd probably only see this when their are flying.

Buzzards I think are a little smaller, wingspan about 4ft.

It is hard to judge the size from your friend's picures Tabs, but if he was about 15" from head to tail, I am wondering if it was a Kestrel?
